Change startup ViewModel - WP7

Apologies if this rudimentary, but in designing my WP application, I need a way to change the startup View / ViewModel depending on whether the user has set preferences or not.

My thought was: in the bootstrapper constructor (or an overridden method) check IsolatedStorage for Items in the ApplicationSettingsViewModel. If there are no items, then the first screen the user will see is the ApplicationSettingsStep1View. If there are items, then proceed to the MainView.

Any ideas on the best practices here?

I don't believe you can do that and still be in compliance with the app store regulations. You should check before you try that...

If it's even a LITTLE bit questionable, I think it makes sense to come up with a different approach.
